Project Officer

Project Summary:

Through the current phase of the Bill & Melinda Gates Foundation-funded Strengthening the Dairy Value Chain (SDVC) Project Phase II, CARE has been working toward sustainable solutions to overcome the major challenges to smallholder participation in the dairy sector market, particularly women, in North and Northwestern Bangladesh.

CARE identified increasing access to quality inputs and animal management practices, increasing access to markets, organizing and educating farmer groups, improving milk collector’s business options and markets, and influencing dairy sector policies as the key leverage points needed to make the value chain work for the benefit of rural smallholder low-income producers.SDVC targeted private sector companies and worked with them to pursue inclusive business models that both strengthened the value chain; and better and more equitably integrated poor producers in their supply and distribution chains.SDVC’s major interventions addressed the most critical short-medium term constraints to unlock smallholder dairy productivity and profitability— specifically, access to affordable quality feed and veterinary drugs, better animal health and management at household level, improved access to livestock health services, establishing small-holder dairy farmers into producer groups, and increasing the efficiency and transparency of milk collection.

The project has made an impressive contribution to producer access to diverse and competitive community-level service provision across input supplies and collection, while upgrading local level businesses and creating opportunities for women in more advantageous roles.

Position Title, Location & Contract Duration:

Project Officer - DFT for Strengthening the Dairy Value Chain Project Phase II (01 Position, Bhangura under CARE Bogra Field Office)

The duration of the proposed contract is up to June 2015.

The Project Officer- DFT is responsible to implement the project in the field by mobilizing and utilizing a team force that will work closely with the project target group. S/he will provide all sorts of management and technical support to the team to successfully address the constraint of establishing "DFT" system in the value chain. S/he will be overall responsible for planning and implementing the “DFT” initiative to grow and sustain to meet the ultimate objective of income enhancement of the poor dairy producers. The Project Officer is also responsible for maintaining all aspects of SDVC partnership with BRAC Dairy around their chilling plants at field to materialize the scale up objectives of the project through introducing Digital Fat Testing method in the dairy value chain of Bangladesh. This may include, but is not limited to, managing and evolving existing partnership ; identifying pros and cons of using both traditional Gerber method and Digital Fat Testing (DFT) method; Monitoring & evaluating the DFT scale up activities at targeted chilling centers and selected collection points; Produce economic/financial analysis, various reports and presentations on regular intervals; suggest advocacy activities to create an overall acceptability of using DFT method to measure the fat content in formal dairy milk market. S/he should always link with district, upazilla, and village level market and have update dairy market and technical information to strengthen dairy value chain. S/he will build liaise and have close contact with Govt. bodies, NGOs, research organizations, private sectors, etc. Program Officer­ will supervise Field Facilitators and provide logistical and administrative supports to FFs in accordance with CARE procedures, and sensitivity towards mission policies and values including coaching, mentoring, and training to develop their analytical skills. S/he will also be step forward to build the capacity of the FFs. The Project Officer will ensure all required resources, information, and technical support for the FFs by discussing with the respective supervisor. S/he will create a working environment that encourages open and honest communication based on mutual respect within the spirit of CARE's core values.
II. Responsibilities and Tasks:Responsibility # 1: Lead the implementation of Digital Fat Testing initiative at BRAC Dairy chilling plants and selected collection points at selected project area Responsible for overall coordination, planning, development and management of a team resource mobilization and partnership strategy and support accountability of transparent contribution managementDefine objectives and priorities related to the goals of the project, mobilize techniques or channels, assess needs for resources and coordinate its implementationTake a lead role in the project implementation team to supplement BRAC’s current capacity to undertake new initiative and to ensure BRAC’s ability to manage current operations is not affected during the interim periodDevelop a mechanism to state and proof that the DFT system is gradually bringing transparency and fairness in the traditional milk collection process and assess that the farmers in project area are receiving increased income through fairer purchasing system by assimilation of DFT system in upper level of value chainPut effort to trail the qualitative changes occurring in the existing environment of the value chain through introducing DFT machines; such as: fair pricing encourages farmers in improved cow nutrition and management practices, DFT model reduces corruption and collusion that occur between collectors and chilling plants.Timely planning of activities and ensure efficient coordination with Field Facilitators and Chilling plant staff under the project area to ensure effective and efficient utilization of resources through maximizing leverage from the partnership with BRAC DairyResponsibility # 2: Initiate activities to develop and maintain partnership with BRAC Dairy and other stakeholders Develop, maintain and grow a comfortable, easy to access relationship and influence with different levels of BRAC dairy management at field and create a win-win atmosphere.Facilitate building effective relationship with the targeted BRAC chilling centers, collectors and SDVC producers in the project area and maintain an effective two-way communication between the producer groups and BRAC chilling plant managementConstruction of effective and attractive business incentives with BRAC Dairy who can share the responsibility for sustainable implementation of the DFT actions.Encouraging the various segments of stakeholders, e.g. producer, collector, BRAC chilling plants, to simultaneously adhere to the cause of introducing DFT in dairy milk value chain and contribute to its sustainability in BRAC’s business environment.Encourage and guide project staffs in building and maintaining communication with farmers’ associations, groups, societies and other relevant stakeholder groups in the project areaSolve different day to day problems and challenges of partnership in collaboration with BRAC Diary at field.Responsibility # 3: Management of activities and supervision of project staffs in relation to the implementation of the project S/He will be responsible for the management of the team under his/her supervision and ensure that all staffs under the team have updated job descriptions and clarify their roles and responsibilities.Observe and analyze staff capacity particularly with respect to program approach in compliance with dairy value chain strengthening, communication and facilitation skills, technical and institutional problem solving, etc.Provide objective and detailed feedback, both positive and critical, and follow up on how feedback is incorporated and determine the capacity building requirement for staff and arrange skill develop training both formal and on the job training.Conduct regular field visits, observe activities of staffs critically to identify operational constraints and ensure remedial options in a participatory manner and in a congenial environment.Work with the BRAC Dairy personnel at field and provide required support and assistance to the DFT staffs of BRAC Dairy to prioritize the needs of the intervention and act accordingly.Promote supportive supervision and uphold team building through sharing ideas and activities and discuss with supervisor and peers about different issues favoring project implementation along with team members.Responsibility # 4: Provide administrative, logistic and financial support for program implementation in the field Organize and arrange different logistic and financial support for any kind of training, workshop, demonstration or fair at field level.Prepare and provide budget requirement in line with Pamodzi System and revise project budget requirement for implementing the project at field level. Participate and contribute to the revision of multiyear budget for the project.Coordinate with field office and follow up on actions for timely submission of procurement request and support in qualitative procurement.Monitor the expenses in relation to the approved budget and make sure that all expenses are incurred for appropriate and in a cost-effective manner, avoid under/over spending.Ensure that all TER/MER/bills/advance/payments claimed by the staffs and stakeholders are approved authentically and timely.Ensure listing and maintenance of all FF&E, Motorcycle in appropriate manner. Maintain all auditable documents and check those periodically with the assistance of the project support staff.Responsibility # 5: Promote gender equality, women’s empowerment in operation and managing of different project activities as well as managing the team Jointly Work with PM-Gender to incorporating gender equality issues in project implementationEstablish and ensure sex disaggregated data base for the project and ensure continuous monitoring of the project with gender perspectiveUndertake and suggest affirmative action's for gender equality and women’s empowermentFollow up /monitoring mechanism to ensure gender equality issues are emphasized and properly addressed in FFs activitiesFacilitate women's participation in decision making in different meeting/activities and give emphasis on achieving gender equity objectives among various value chain actorsEnsure gender inclusive resource and financial allocation in all project activities and Explore opportunities to develop and link women entrepreneurs within the formal sector processors and service providersResponsibility # 6: Assist to Monitoring and Evaluation process Coordinate baseline/monitoring data collection and analysis of producers, collectors and chilling plants under project area in collaboration with BRAC Dairy Management and CARE M&E team.Assist the monitoring team to develop questionnaire/format and monitoring tools and provide necessary support and assist team in data collection, analysis, compilation and documentation as per project requirementCheck filled-in data at desk and validate at field level at certain percentage as per M&E strategy and ensure that the team data are entered into computer through maintaining accuracy.Prepare a monthly/quarterly monitoring report and ensure dissemination of report and learning throughout the project and other stakeholders.Provide valuable input and necessary information regarding field context, useful for preparing semi-annual and annual report.Documentation of learning and case studies in fortnightly/monthly basis and share the findings both the progress and bottlenecks with the staff and management in meeting.
The Project Officer-DFT will report to the Project Manager-SDVC.
The position is based at Team Office near to the BRAC Chilling Plant and the position requires travel to the field office/regional office as needed. The field work time may not match with the CARE standard office time, due to nature of milk collection time and other associated work with BRAC and relevant Chilling Plant or market. The total office time will be adjusted with the standard CARE daily working hours.

Compensation

Monthly gross salary is Taka 30,900 plus other admissible benefits as per CARE policy.
